WHAT ARE THESE QUALIFICATIONS?
The TDLB Training & Development NVQs have been replaced by a range of awards and NVQs that are designed to confirm ability and competence in applying the knowledge and skills required to perform a wide range of activities normally associated with those involved in education, training and human resources. As with all NVQs they comprise units which can be certificated individually.
There are several qualifications available in this suite of awards, together with Cluster Awards for specific areas of education, training and human resources. Qualtech offers these qualifications through OCR.
In addition to the 6 NVQs there are also a series of Awards and Certificates targeted as specific aspects of learning and development, e.g. Assessor Award.
WHO ARE THEY FOR?
The qualifications are designed to provide certification of competence for those involved in the training or development of individuals and groups, whether directly or through planning or management.
QUALIFICATION FRAMEWORKS
LEARNING AND DEVELOPMENT
(LEVEL 3)
To gain a full qualification candidates must achieve 11 units, 7 of which are mandatory and 4 optional.
7 mandatory units:
- Evaluate and develop own practice (G3)
- Identify individual learning aims and programmes (L3)
- Agree learning programmes with learners (L5)
- Develop training sessions (L6)
- Create a climate that promotes learning (L9)
- Monitor and review progress with learners (L16)
- Respond to changes in learning and development (L18)
Plus 2 of the following optional units:
- Enable learning through presentations (L10)
- Enable learning through demonstrations and instruction (L11)
- Enable individual learning through coaching (L12)
- Enable group learning (L13)
And 2 optional units from:
- Design learning programmes (L4)
- Prepare and develop resources to support learning (L7)
- Support learners by mentoring in the workplace (L14)
- Support and advise individual learners (L15)
- Support competence achieved in the workplace (L20)
- Support how basic skills are delivered in the workplace (L23)
- Support people learning basic skills in the workplace (L24)
- Assess candidates using a range of methods (A1)
- Assess candidates’ performance through observation (A2)
LEARNING AND DEVELOPMENT
(LEVEL 4)
A full qualification comprises of 8 mandatory units and 4 optional units.
7 mandatory units:
- Contribute to learning with the organisation (G2)
- Evaluate and develop own practice (G3)
- Design learning programmes (L4)
- Agree learning programmes with learners (L5)
- Manage the contribution of other people to the learning process (L8)
- Create a climate that promotes learning (L9)
- Evaluate and improve learning and development programmes (L17)
Plus either of the following two units:
- Identify the learning and development needs of the organisation (L2)
- Identify individual learning aims and programmes (L3)
And 4 optional units from:
- Prepare and develop resources to support learning (L7)
- Enable group learning (L13)
- Support learners by mentoring in the workplace (L14)
- Support and advise individual learners (L15)
- Monitor and review progress with learners (L16)
- Respond to changes in learning and development (L18)
- Provide learning and development in international settings (L19)
- Support competence achieved in the workplace (L20)
- Plan how to provide basic skills in the workplace (L21)
- Introduce training for basic skills in the workplace (L22)
- Assess candidates using a range of methods (A1)
- Assess candidates’ performance through observation (A2)
- Conduct internal quality assurance of the assessment process (V1)
DIRECT TRAINING AND SUPPORT (LEVEL 3)
To be awarded a full NVQ candidates must gain 9 units – 6 mandatory and 3 optional. All three optional units can be selected from Option Set A or, alternatively, you may select two from Option Set A and one from Option Set B.
6 mandatory units:
- Evaluate and develop own practice (G3)
- Identify individual learning aims and programmes (L3)
- Agree learning programmes with learners (L5)
- Develop training sessions (L6)
- Create a climate that promotes learning (L9)
- Monitor and review progress with learners (L16)
Plus 2 or 3 optional units from Option Set A:
- Enable learning through presentations (L10)
- Enable learning through demonstrations and instruction (L11)
- Enable individual learning through coaching (L12)
- Enable group learning (L13)
And 1 optional unit from Option Set B if only 2 are selected from Option Set A:
- Support learners by mentoring in the workplace (L14)
- Support and advise individual learners (L15)

- Review Health & Safety procedures in the workplace (H&S D)
MANAGEMENT OF LEARNING AND DEVELOPMENT PROVISION (LEVEL 4)
This qualification comprises 8 units, 6 of which are mandatory and 2 optional.
6 mandatory units:
- Develop a strategy and plan for learning and development (L1)
- Identify the learning and development needs of the organisation (L2)
- Evaluate and improve learning and development programmes (L17)
- Evaluate and develop own practice (G3)
- Develop a strategy and plan to provide all people resources for the organisation(P2)
- Management the performance of teams and individuals (C13 (METO))
Plus 2 optional units from:
- Identify individual learning aims and programmes (L3)
- Design learning programmes (L4)
- Prepare and develop resources to support learning (L7)
- Manage the contribution of other people to the learning process (L8)
- Conduct internal quality assurance of the assessment process (V1)
- Manage the use of financial resources (B3 (METO))
- Review Health & Safety procedures in the workplace (H&S D)
CO-ORDINATION OF LEARNING AND DEVELOPMENT PROVISION (LEVEL 4)
To gain a full NVQ candidates must achieve 7 units – 6 mandatory and 1 optional)
6 mandatory units:

- Design learning programmes (L4)
- Agree learning programmes with learners (L5)

AWARDS AND CERTIFICATES
AWARD IN ASSESSING CANDIDATES USING A RANGE OF METHODS (LEVEL 3)
This Award comprises one mandatory unit: A1 (Assess candidates using a range of methods).
AWARD IN ASSESSING CANDIDATES’ PERFORMANCE THROUGH OBSERVATION (LEVEL 3)
Again there is just one mandatory unit for this Award: A2 (Assess candidates’ performance through observation).
AWARD IN CONDUCTING INTERNAL QUALITY ASSURANCE OF THE ASSESSMENT PROCESS (LEVEL 4)
Candidates gaining V1 (Conduct internal quality assurance of the assessment process) will receive this Award.
AWARD IN CONDUCTING EXTERNAL QUALITY ASSURANCE OF THE ASSESSMENT PROCESS (LEVEL 4)
Candidates who achieve the V2 (Conduct external quality assurance of the assessment process) qualification will gain this Award.
CERTIFICATE IN MENTORING IN THE WORKPLACE
This certificate comprises four mandatory units:
- Support learners by mentoring in the workplace (L14)
- Support and advise individual learners (L15)
- Monitor and review process with learners (L16)
- Evaluate and develop own practice (G3)
CERTIFICATE IN COACHING LEARNERS IN THE WORKPLACE
To gain this certificate candidates are required to complete four mandatory units:
- Enable individual learning through coaching (L12)
- Support and advise individual learners (L15)
- Monitor and review progress with learners (L16)
- Evaluate and develop own practice (G3)
CERTIFICATE IN INITIAL ASSESSMENT AND SUPPORT OF LEARNERS
This qualification includes three mandatory units and 1 optional unit.
Mandatory units:
- Identify learning aims and programmes
- Agree learning programmes with learners
- Evaluate and develop own practice
One of the following optional units:
- Support learners by mentoring in the workplace
- Support and advise individual learners
- Monitor and review progress with learners
CERTIFICATE IN REVIEW AND ASSESSMENT OF LEARNING
There are three mandatory units included in this Certificate:
- Assess candidates using a range of methods
- Monitor and review progress with learners
- Evaluate and develop own practice
